There is a flaw with dlc when offline dlc wont work. but dlc will work if you sign in online then go offline, if you restart Minecraft the dlc wont work offline, please add a patch for offline dlc.

I’ve found a way to access the dlc offline you have to go offline then restart Minecraft your dlc should locked then sign out while Minecraft is on then sign back in now your dlc can be used offline the licence may be stored on your computer

Unfortunately, I don't think there's any way to avoid signing in to Xbox Live before you can access your licensed DLC. If the license was stored on your computer, software pirates would find it and reproduce it a million times, driving the DLC creators out of business. Eventually there wouldn't be any DLC left to use. So the license has to be stored somewhere that Mojang and Microsoft can control who has access to it, and since the game already has code to connect to Xbox Live, that was the obvious choice.
