I am on the most current update of Minecraft Windows 10 Edition.
I just learned to make Observer Clocks (2 Observers facing each other) and they randomly stop working - is it normal for them to stop working after they were previously working fine?

As for any redstone in bedrock versions, redstone components like observers are inconsistent. This is simply due to bad performance because redstone calls too many block updates.
