I have tried countless times and have observed that dropped items in water bodies(rivers,lakes,ponds) cannot be fished using a fishing rod.
In the screenshot, I have a dropped pickaxe, (also tried with another dropped fishing rod,fish, saddle,string,pufferfish) and it does not fish it up. Like it does in java edition.

Confirmed. Fishing rods will attach to mobs but not block entities or item entities. When attached to mobs, they will pull them a short distance when retracted, but can not be used to drag the mob.
