After playing a world for years (400 hours) I finally set out to find and conquer the woodland mansion. After 20+ days of in game travel I finally arrived to find the mansion full of vindicators as expected. Now that I have killed them all I cannot find the evoker, not there. I have systematically punched holes in every wall looking for a hidden room or anything indicating his location. This completely sucks as not only am I not able to log this as an achievement I can’t get the totem. Help.

I have tried to recreate this issue, but due to the villager trading being non-usable on iPhone X, I can't... one thing at a time I guess.
Evokers only spawn in certain types of woodland mansion.rooms, so it's possible that you were unlucky and your mansion didn't generate any of those rooms. The rooms are:
Throne Room
Large Dining Room
Conference Room
Map Room
You can find a description of each of these rooms in the Woodland Mansion article on the wiki. If your mansion doesn't have any of these rooms, it's to be expected that you wouldn't find an Evoker. Considering how hard it is to find a woodland mansion, this is unfortunate, but it is working as intended. If you'd like to suggest a change, such as always spawning an Evoker somewhere in a mansion, please use the feedback site (official) or Reddit.
If your mansion does have one of these rooms, this is a bug. It would probably be helpful if you could upload your world, although I realize it's probably a really big file after years of play.

Ok, so I was under the impression that there was only one Woodland Mansion per world. Which means that the Evoker centric achievements are not possible?
Do I really have to put a suggestion in that achievements are actually possible?

Woodland Mansions are very rare but are not limited to one per world. To find another Woodland Mansion just means you need to travel much much farther until you can locate one.
I just wanted to make sure I'm not supposed to be doing anything to confirm this?
