Dirt doesn’t turn to grass.

I have the same issue. When I place a grass block around a bunch of dirt blocks it doesn't spread at all but if I place a grass block by a whole bunch of grass and dirt blocks it spreads.

A few sheep in a 10x10 pen will eat the grass faster than it can grow.
