Killed by teleporting to different y coordinates

On my world I built a teleporter going from 81 to 200 👍. The command inside of the command block is as follows: "/tp @a[r=3] -28 200 246". Whenever someone gets teleported by it, they're fine until they lower their current y coordinate. If you jump, increasing then decreasing your y coordinate, you die instantly. Same goes for lowering your y coordinate any other way. In other words, If you go down a block after teleporting to a different y coordinate you take fall damage corresponding to the differences in y from the sending and receiving teleportation coordinates.

Does this happen to connected clients only, or the host as well?

Could not reproduce in Windows 10 1.2.10.2. In a new flat world I built a 3x3 stone platform at Y=200 surrounded by a 5x5 stone platform at Y=199. When I used a command block with a similar command to teleport me to Y=200, jumping and stepping down to the lower platform worked normally. I also tried this as a player joined from another device (via LAN) with the same results.
