Mesa biome is incredibly rare to generate, I can state that I have hardly, hardly, rarely, ever come accross a mesa biome while doing survival or creative without seeds.
Please fix.

Mesa biomes are indeed extremely rare, but they do generate, so there is no evidence here of a bug in generating them. This site is only for reporting bugs. To request that mesa generation be made more frequent, please use the feedback site.
This is rather a feature request, not a bug.
As far as I know, it is intented to no be that common.
