This seems to be fixed as of 18w22b.

Sprinting in the swimming animation is no longer possible, therefore resolving the graphical issue. (See screenshot)

Sounds like a duplicate of MC-121636, which was fixed at some point.

@unknown this looks intentional imo. They're supposed to generate on land near water, and it's not that far away.
