Achievement in Main Menu does not load at all, even after waiting for a long time and with fast Internet

Conditionally confirmed in 1.2.11.4 on Windows 10. On a freshly opened game, my Achievements UI opened as blank at first, but it did populate after 7 1/2 seconds. I also have fast internet, but I use a wired connection, which could make mine faster.
I also tried opening the Achievements UI before the sign-in to Xbox Live was complete. In that case the UI shown describe what achievements are and invited me to sign in to XBL
