With the latest 1.2.13 update, on Xbox AND Windows 10, the little icon that lets me set my friends permission (allow them to interact with my realms) has disappeared completely. In the image attached you can see the buttons that used to be next to the players in the player roster have disappeared.

In attempting to confirm this, I switched a large single-player world to multiplayer and opened it. When I brought up the in-game menu to look at player permissions, it showed the message "Oops! You were disconnected from Xbox Live. To invite more players, reopen your world." The message persisted for a while, then was replaced with the player list. Sometimes it only takes 10 seconds, but I have seen it take up to a minute. I'm pretty sure it's correlated with the render distance setting.
This suggests that since the update, connections to Xbox Live are slow to open during initial world rendering. Note that there is no significant delay in retrieving my gamertag for the title screen from XBL when the game first opens. It takes a few seconds, but it always has.
Laggy connections to XBL could also explain this issue, as I believe the game must retrieve gamertags for other players before it can determine what their permissions are.
A possibly related phenomenon I have noticed is that since updating to 1.2.13, the game is much slower to respond to some keyboard inputs during initial world rendering for a large world. For example, if I press the E key right away, there is a very noticeable delay before the UI appears. It's enough to make you think the game is crashing.
