I honestly do not know if this is intentional, but the render distance of objects drops sharply during rainfall at all times. The render distance drops to roughly 1-2 chunks and distant light sources cannot be seen. This affects structures that are covered against rain and well-lit. Is it supposed to cut visible distance by this much? Is this a "fog" affect?

It's a fog effect simulating the reduced visibility during heavy rain. The distance at which it appears varies with your render distance setting, but is always at least 16 blocks. The fog is visual only and does not itself affect block illumination, although the fact that it's raining reduces sunlight to level 12 (10 during a thunderstorm) even in biomes where no rain falls and the fog is partial or absent.
If I understand you, you're seeing the fog effect in a large structure with a roof that keeps out the rain. I can confirm that observation. However, while it does make sense that visibility wouldn't be affected in the real world under these conditions, the game doesn't treat it as a special case so the fog can appear inside a building. I believe this is probably intentional, but I don't know for certain.
Note that "distant light sources" don't contribute to block illumination anyway, if the light source is at least 15 blocks away. The rain fog effect is always farther than that.
That's rather strange, as I didn't see this effect before the Bedrock edition. So, if you are mining rather close to bedrock, the fog from surface rain would affect your visual distance? That kind of makes no sense. I understand it will be hard to code a difference in rendering in a "structure" versus "outside" so I guess the best bet is to build in dryer biomes.
