I cannot break any blocks in survival mode, and I cannot hurt any mobs.
It appears to fix itself by changing the gamemode into creative and then back to survival, but that of course doesn't let me earn achievements.

No, I created a whole new survival world without changing the gamemode at all.
However, turning the texture pack on and off also fixed this bug. I didn’t expect a resource pack to have something to do with breaking blocks.
