While i'm in game, if I look too far down it opens up the taskbar, and if I move too far up, it brings up a bar on the top (has the minimize window button, fullscreen button, exit button).

Which kind of input device are you using - a keyboard and mouse, touch screen, or controller?
Does this happen in-world or only while a UI panel is displayed?
As info, the menu bar and taskbar are only hidden in Fullscreen mode. It's normal for them to appear when the mouse cursor gets near the top or bottom of the screen. This makes it possible for you to recover from a Fullscreen app that has become hung, because otherwise you might not be able to close the program or open the Start menu or Task Manager. This appearance of the menu bar and taskbar is a function of Windows 10, not of the game, so Mojang cannot change it. However, this normally only happens when the mouse cursor is visible; and the game only displays the mouse cursor when you're using a mouse (or trackpad) and in a UI panel, so if you're seeing it in-world this wouldn't explain your problem.
Hi auldrick I am using an android galaxy tablet A6 touchscreen tablet. It happens before after I make the world and I try to enter it so I think it's the UI panel that's displayed. I'm not using a computer or mouse either

@unknown As I explained above, this is expected with a keyboard and mouse when using Fullscreen and a UI is displayed. By "in-world" I didn't mean "in-game", I meant "when no UI is displayed". When you're in-world, your mouse cursor should be turned off, so "moving too far up or down" on the screen doesn't have any meaning that I can understand.
When you're not using Fullscreen, the menu bar and taskbar should be permanently displayed. Are they not? I have discovered an issue that would explain this. After uninstalling and reinstalling Minecraft, on some devices your Settings UI might not reflect the settings the game is actually using. This means that your UI might say Fullscreen is off when it is actually on. This can be corrected by turning Fullscreen on, then off again in the UI.
Other than that, I think my earlier comment explains what you're seeing and that it's not something we can fix (because it's a Windows function, not something the game is doing). If you believe that there's still a bug in the game, please try to explain what it is.
@unknown The original report is about the Windows menu bar and taskbar appearing unexpectedly. You must be talking about a different problem, since you're not using Windows. Please try searching for your problem. If you find one, upvote it and add any additional information. Otherwise, create a new ticket to describe it.

I had a similar issue, turned out to be a graphics driver issue, rolled back the driver and the issue vanished.
