Skeleton traps don’t spawn

Skeleton traps never spawn. I created a flat world, set the difficulty to hard and used the “/weather thunder” command; after 1 hour there were no skeleton horses around.

Confirmed in Windows 10 release 1.2.13.60.

I went to a flat mountain top (hoping to concentrate the lightning in a smaller area), set Difficulty to Hard, turned Weather Cycle off, and did `/weather thunder`. The thunder was nearly continuous and I estimate lightning strikes were occurring every 2 seconds on average. I waited 15 minutes, occasionally checking with `/tp @s @e[type=skeleton_horse]` in case one spawned where I couldn't see it. No skeleton horses spawned.

The probability of lightning spawning a skeleton trap horse is supposed to be a minimum of 2.85%, more if local difficulty is in effect (but it wasn't in my case). In 15 minutes at 30 strikes/second I should have seen about 450 strikes, so the probability of a spawn during my test should have been very high. This suggests that the spawning algorithm is not working or that the spawn probability is set to the wrong value. There's also a tiny probability that we were both just unlucky.

I was able to get a trap to spawn within 10 minutes in the latest beta, difficulty set to hard.

I found it by setting a repeating command block running the command /testfor @e[type=skeleton_horse] which alerted me the second it spawned.

Recently, I walked right past (and triggered) a skeleton horse without noticing it in my Survival world. Closing as "Cannot Reproduce".
