Water Source blocks are Bugged

Water source blocks are bugged.

When I create a water source, with a bucket, my Sea Pickles and Kelp break instantly when placed in the water source.

 

However, I can place sea pickles and kelp anywhere in water that was naturally generated.

There is a bug between:  water source -> and kelp/sea pickles. I think they aren't working together.

I was not able to reproduce this behavior with a water source block, only with flowing water. Is it possible you placed your water source higher up? That would create a flowing block beneath it, and you wouldn't be able to place the plants there.

Well, I know the difference between a source block and a flowing block. That's why I made a report saying source blocks are bugged.  Just make a 1-deep swimming pool and you cant place kelp or pickles in there anywhere.  Also make a 2-deep pool and it will do the same thing.

I did make 1- and 2-deep pools, which I filled from a water bucket, and I had no trouble placing kelp or pickles in it. But then, I was placing mine on dirt or gravel. When I tried placing them on solid stone, nothing happened (they didn't pop off, they couldn't be placed at all). What kind of block are you trying to place them on?
