I've reach the top of nether in bedrock, and i cannot replace block, it should be fair for new gamers to build blocks above b bedrock same as the first mcpe player

If you have not, you might like to make use of the search feature before making a new ticket, as it's likely that the issue has been reported already.

That is not a bug. Building above the nether is not yet implemented. Java and Bedrock Edition do not have the exact same features. Please do more research before reporting bugs.
