I will try to include pictures of my issue as best I can this time since my issue STILL hasn't been fixed!
Please note that in these pictures there IS text where text would normally appear but for some reason it to "flicker" and in most cases is hard to see or even notice when using /title or /subtitle commands in combination or in "strings" (meaning multiple commands).
For this example (test) I used the input from my rail system as power and sort of a timer in the hopes of getting screenshots to show the "flickering" the text is doing.
I am also using a Samsung Note 8 at the time the screenshots were taken.
Can you PLEASE finally fix this? It's very annoying, irritating and inconvenient!

I WOULD like to include a copy of my world per your suggestion Auldrick as I believe that would be the best possible way to reproduce the issue I'm having and so you can see for yourself with your own eyes what is going on.
Could you please instruct me on how to provide a copy of my world in order to get better assistance with this? Also, the issue you suggested I look at does NOT accurately describe my issue and if you can provide me instructions on how to include a copy of my world I will create a new ticket that includes said world as well as screenshots.
I will await your instructions on how to do this.
I'm sorry, I think there is a way to get a copy of your world folder, but I don't know how it's done. So let's start with the texture pack. Can you reproduce the problem without any texture packs?
Please confirm whether this is an issue when using the default textures.

I was right when I said that MY issue was NOT a duplicate of someone else's issue because it wasn't! I not only found the problem but did one better for you guys... I found out how to fix it! Apparently if you do or use the type of installation/scenario I use and accidentally or mistakenly set the command block(s) to REPEAT (as a repeater) THEN you will get the "flickering" effect that I got. Somehow my command blocks got set as repeaters and didn't notice it until now. Now that I know this, I think it's kind of cool, this effect gives a kind of old fashioned "sign" effect that I think I'm going to use for a location in my world that I've named "Atlantis" as it is a huge structure underwater made almost entirely from glass. When you enter it says "WELCOME TO ATLANTIS!" where the "...TO ATLANTIS" part is going to have the "flicker" "effect" which will eventually stay "solid" by the way.
I forgot to mention that this was tested both WITH and WITHOUT texture packs with the results being the same for both tests.
Cleaning up old tickets: This ticket has not been updated recently (~1 year+) so is being closed as Cannot Reproduce. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines.

However, this issue is a Duplicate of MCPE-25685.
Except for the flickering problem, this seems to be a duplicate of the other ticket. It's also noteworthy that you're using a texture pack. As explained in the other ticket, some people have found that texture packs interfere with how the /title command works. However, even if that isn't the problem, the other ticket is relevant to what you're reporting, so if you have additional information, please add it to that report.
The flickering is probably caused by executing multiple /title commands as you tried to solve the problem in various ways. If, after reviewing the other ticket and taking any action it suggests, you still have a flickering problem, it is a separate problem. Please create a new ticket for it and provide enough information so we can reproduce it. (That probably means attaching a copy of the world, if you can.)
