The block breaking texture is not scaled correctly on the conduit block. The issue can be seen in the attached image.

The break texture isn't aligned with the pixels on the block which makes it look odd.
This is the behaviour in Java Edition. As you can see the pixels are scaled to globally and not relative to the block size.
Pixels in Minecraft should all be of the same size wherever (unless using a texture pack of course)

We were unable to reproduce the problem you are describing in the latest version.
In the screenshots here you can see that the breaking overlay is scaled to match the size of the block, just the same as it does with skulls:
