Monsters dont spawn in thunderstorms at day

Still an issue on latest version

According to the wiki, the game should treat the light level as if it were 5 for purposes of mob spawning. After testing, it looks to me like thunderstorms reduce the sky light level to 10. Also, the .json parameter "adjust_for_weather" in the "minecraft:brightness_filter" spawning component appears to do absolutely nothing.

Finally, I made a roof leaves 5 blocks thick to reduce the light level above the ground, and ran repeating command blocks to mark where pigs, sheep, cows, and chickens spawn and then immediately kill them. The furthest in from the edge of the leaves that any animals spawned was 3 blocks, consistent with sky light being at level 10.
