i can create a iron golem on my survival world and it works fine.i have wasted huge amounts of iron creating and killing golems to get the achievement

Ah, that makes sense. Has this world always been in Survival mode, with no cheats enabled at any time? And pardon me for the stupid question: are you sure you haven't already earned that achievement maybe on a previous world?

i haven't got the achievement at all, the world has always been survival without cheats enabled at any time. i have got other achievements in this world but can't get this one!
