You can't no longer place torches in fluids.
This might be intentionally, but this removes a very usefull "feature" that allowed players to remove easily lava and water sources that generated in caves while mining.
To reproduce:
-place a water source
-place a torch in the same block as the water
-the torch won't place

Probably a bug. Java doesn't have this problem. They can even place sugar cane in water unlike Bedrock. Additionally, the new water mechanics shouldn't prevent players from placing torches in one block of water since the torch should replace the water source.
