I applied a resource pack and a behavior pack to a world, and, it doesn't work... I mean that everything is normal like nothing has been added.

They changed the way behavior packs affect minecraft in 1.7. If you haven't noticed yet, the whole marketplace is different in 1.7 and you won't be able to find a lot of the new stuff coming out because of that
