Guardians won’t spawn with signs or fence gates underneath the water. Has to be a solid block. Tried to push guardians over an edge with flowing water and they float in mid air. AFK guardian Farm seems impossible. 60x60x60 terraform is currently useless.

Please add a vote and any new information to the main ticket, which will be updated accordingly.
As mentioned in the main ticket, currently it is by design that Guardians need opaque blocks to spawn upon.
