Mesa biome generating more white terracotta than regular terracotta

Mesa biome is supposed to generate more regular terracotta than white terracotta, so now they look ugly

 

Intended: mesa biomes generate mostly regular terracotta, and than some bands of white,terracotta and few other terracotta colors

 

Instead: white terracotta is generating in place of regular terracotta and regular terracotta only generates in 1 or 2 layers or the surface, so the mesa is littered with more white terracotta than it should.

 

Picture of bugged terrain is shown, note how white terracotta is incorrectly generated, so it appears all the time, not correct.

I can confirm this issue exists on iOS and Windows 10 in v1.8.0.

On windows 10 1.8.0 and also have this issue
