The new Smooth Quartz blocks have directional placement, like logs. That shouldn't be the case, it should always be placed in the same direction.

Do you have a screenshot?

I imagine this could also depend on the texture pack.

This issue was fixed in the 1.11.0.3 Beta release. We will continue to track it until the fix is migrated into a general release.
