[MCPE-39542] Animated textures are so fast that it looks weird.

The flowing water animation looks like white water rapids and the kelp animation does not look normal...

Yes it's too fast but when it will fixed please don't made again slower than java one.

This affects other animated textures also, and they look sped up. Added animated gifs of seagrass, fire and portals.
