Intentional Global Entity Bug?

Let me preface this by saying I'm not really sure if this is an intentional aspect of the game, or a bug.

I have a survival world that contains an infinite villager breeder. This is used to create witches for gunpowder during lightning storms via a channeling Trident.

When I breed a ton of villagers other aspects of the game break due to an entity cap. Please see my previous bug reports for further information.

I came to believe there must be some kind of global entity cap, which also effects mob drops, because my villager breeder is outside my render and simulation distances from others effected buggy areas.

And finally, here is my question: If there is some kind of global entity cap, doesn't this ruin the game? In Java if you are > 128 blocks away the mobs will despawn. In bedrock apparently they don't. If mobs over 128 blocks never despawn and keep culminating, any exploration by the player will eventually lead to a global entity cap, which breaks so many other aspects of the game that players enjoy.

Please correct me if this is intended and not a bug, it just seems like as bug to me. Thanks!
