I was just looking in my Minecraft World Settings and I went to the explanation part of Resource & Behavior sections. The text that explains them is wrong. It should say that they're applied "Top to Bottom" instead of "Bottom to Top"
I'm pretty sure that this is a issue. I thought that they were applied from "Top to Bottom"
Because when I place 1 texture pack on top of the default that replaces it.

When the text says packs are "applied", what that means is that each pack is loaded into memory in order from bottom to top, and when a texture exists in more than one pack the last one loaded takes precedence during play. The default texture pack is on the bottom because it contain all the textures in the game. If it was on top and therefore loaded last, it would override all the textures in all the other packs, making them useless.
