On our realm we can not get bamboo from fishing in our jungle like the new changes stated. This is a world from the previous version so the jungle we are trying in is not updated, not sure if this is whatsw causing it but we have yet to find a newly generated one.

This was also seen on xbox one x with a map created during 1.7.1, playing local play (not on realm)
I fished for about an hour in a new jungle biome. - discovered it after the 1.8 release yesterday (I had not been within 2000 blocks of this jungle before)
Never got any bamboo. Zero... Also, I was catching puffers and clown fish. Tried 2 different spots. I know I was in the jungle. There was a Panda about 5 blocks away from me as well as plenty of ocelots, and I tamed 2 parrots. (I have video of the expedition).
I finally had to kill 2 pandas to get 1 bamboo.

So, I went back to this jungle last night, curious because I had caught puffers and clownfish which you are also NOT supposed to catch... I had noticed when I watched the video of my fishing that there were no puffers or clownfish in the second spot that I had fished - also no bamboo...
Anyway, I went back to the 2nd spot and I managed to catch 8 pieces of bamboo... drumroll... in 4-1/2 actual hours of fishing using both regular rod for the first 2, then LOTS3, L3 rod for the second 3, then Lure 3 rod for the last 3 pieces. (as a test only - would have been far quicker to simply plant the first piece) So getting bamboo by fishing is not for the impatient.
I removed my upvote on this issue and consider it to NOT be a bug.

1.8.0 had just been released the day you reported this. It usually takes a day or two for Realms to update to a new release. Are you sure your Realms server was running 1.8.0? (Mine has not been updated yet.)
Fishing loot is generated dynamically during gameplay. You should not have to find a new jungle (or new chunks in an existing jungle) in order to obtain bamboo from fishing. However, you do have to be in an actual jungle biome. I'm not sure which of the jungle biome variants (jungle hills, jungle edge, and their "modified" versions) are included under that umbrella, but I expect all of them are. Nevertheless, if you are fishing near the edge of a jungle, it's possible that you're not actually in a block that belongs to a jungle biome.
As fishing loot, bamboo is considered a "junk" item. You have a 10% chance of catching a junk item on each cast. If the game decides to give you a junk item, you then have just slightly less than a 10% chance of it being bamboo. This is the same chance as most other junk items, including rotten flesh, leather boots, leather, bone, water bottle, bowl, and tripwire hook. (Although not mentioned by Mojang, cocoa beans is also a junk item in a jungle biome, and it has the same chance of being caught.) So bamboo should not be harder than any other item to obtain by fishing.
