Passive mobs, ie cows, pigs, sheep, chickens are only supposed to spawn on grass blocks provided the light level is greater than 7. However I am seeing passive mobs spawn on blocks other than grass, I'm finding them all throughout my base which is mostly comprised of stone type blocks and wood planks.

Update: In 1.10.0, again in a flat world with a 1000 x 1000 pad of sandstone, passive mobs no longer spawn. Only slimes spawn at noon.

For the past several days, passive mobs are spawning in portals unless the portal is blocked by gates, trap doors, etc. It started with the villager traders llama’s (not the actual trader) and has progressed to cows, pigs, chickens and sheep. The portals are inside and there are no appropriate blocks available for them to spawn in the first place.
Confirmed on Windows 10 1.8.0. In a flat world with a 1000 x 1000 pad made of sandstone, sheep, cows, chickens, pigs, and horses all spawn on the sandstone when I turn on Mob Spawning.
