Store Isn't Downloading Purchased items

I downloaded some new worlds and texture packs because of the holiday discount. I purchased multiple packs and textures, it was working fine until My phone stopped downloading. I bought the mythology pack, but only the Norse mythology skins downloaded. everything else looks like the snapshot of the Penguin Paradise download page. I can stop the textures from downloading, but when I try to start it again nothing is downloaded. For example, I took a snapshot of the Minecraft Texture Update Beta downloading. My phone has two bars, data is on, and I have full permissions activated for mobile data. I waited five minutes, no change. 10 minutes, still no changes. The file isn't even 1 MB, it shouldn't take this long. I've downloaded whole games much larger than 1 MB in the same spot in my living room in a few minutes. I have no clue why it won't download on my phone, I have plenty of room.
