Can’t Open Maps

When I open any Minecraft world it works just fine but if a want to open a map that is were the trouble begins 

I can craft any form of map and find treasure maps but I cannot open them. I can put them in my hand and it doesn’t open I put it in my off hand but it still doesn’t open. I have tried everything I could possibly think of but it still doesn’t work. It is frustrating. Is there any way to fix it?
