Please describe what you expect to see versus what you actually see.

What he means is that on Java Edition when when a arrow comes in contact of a block it vibrates rapidly. Hints the shaking sound it makes when you shoot at a block

Confirmed in 1.10.0.4 using Windows 10. No animation appears for either an arrow or a tipped arrow that strikes a block. (The associated sound is heard, however.)
