From my understanding it's because when placing blocks it triggers a separate animation which is used when interacting with an item. The swing animation plays on top of it.
This can be seen by slowing down the tick rate to 1 tick per second using the following command.
/tick rate 1
In this snapshot the animation is still present when placing down entities (example: item frames, paintings, minecarts in creative), interacting with blocks in creative (example: doors, trapdoors, chest) and throwing projectiles.
I managed to capture the bug on a phone and uploaded two unlisted clips on youtube. It seems like the bug only triggers if you are in fullscreen. In the first clip when trying to exit and enter fullscreen again it causes the screen to flash black rapidly. In the second clip after I stopped recording it caused a visual bug like the one in the screenshot and showed the red mojang screen frozen in the box.
The bug was happening repeatedly before I went to record it and now nothing is happening, some time has passed since then. There is a chance it was my laptop acting up during the time of the bug report when having blur enabled on the main menu's. It happened after I stopped recording but I couldn't get it again. The behavior is inconsistent and can't be replicated reliably, therefor this report for now is useless.
The title change is incorrect. That is not what the reporter was trying to convey. The transition between biomes is a separate issue. Bedrock edition uses a separate system for grass_side colors which has all of the main biome colors (aka no transition colors) typed out in a list. The cherry Grove biome is the only one without a color assigned to it like every other biome in the game. The entire biome has a inconsistent color on the side and uses the nearest color it can find on the color list. I went and tested it by going to the middle of a cherry grove where no transitions were occuring and it's consistently broken. (Yes it was on the latest beta/preview out during this comment)
It's missing a color specification. It's actually a pretty simple fix, in the textures folder there is a file named terrain_texture.json. There is a list of grass_side_overlay colors, at the end put in another one with the hex color #b6db61 before the grass_side_snowed. (edit: removed bottom part since the formatting is completely off when I post it)
Update 3 years later, I think the the controls are good the way they are for looking around, a strong deadzone would make it feel like your controlling a tank
Ok, i really need to stop with these reports on the animations. This is a minor issue and is not affecting anyone. I'm sorry for my stubborn nature, I just have a thing where I notice small things nobody else would care about
What he means is that on Java Edition when when a arrow comes in contact of a block it vibrates rapidly. Hints the shaking sound it makes when you shoot at a block
This bug also effects block specific fall sounds.
Examples: block.gravel.fall and block.amethyst_block.fall

Clip 1 (Flashing Screen Warning!): https://youtu.be/5ky8mnO8aAg?si=FtzcxzL-xhoiQMWS (no game audio)
Clip 2: https://youtu.be/fxFRlbSR9E8?si=berKi0OOq0sbZu5Y (This has game audio which shows that the game still runs in the background)
Both clips were recored in snapshot 24w14a
