So around a month or two ago, I had to update my Halo Mashup Pack for my game and I did, then when the EXP bar download icon appeared, it dissapeared, I didn't know what to make of it, but I didn't mind, then around during the 12 Days Of Christmas event was happening, I couldn't get the worlds, I got the skins and all, but not the worlds, I checked and it said the same as the Halo Mashup pack did, and now just recently I got the Crush World and did too did the same, I kinda wasted my money on it, but I still want to play it because it looks interesting, and I checked it doesn't effect skin packs, only texture packs and worlds, what's happening, I tried to ask people on the MC Forums but they said just to get xbox support, can anyone help?

I too am having this problem. I had purchased packs in the past without issue, but over the last few weeks every time I try to purchase a world I can only gain access to the skins and not the world itself. In my case, the download bar appears in the store but never progress.
Hopefully, we can get this resolved.
