If you manually spawn in the new villagers, they will slowly all convert into farmers, sometimes but rarely its instant.

Its not a bug.
Its a new villager behavior.
Villager can change profession by claiming workstation.
Farmer workstation is farmland, it seem your village has so many farmland which transform many villager into farmer.
a possible fix could be either to change their workstation to composters (and make their farming ability similar to how librarians inspect bookshelves) or make it so like 5-10 farmland or similar = 1 workstation? That way farmers would still possibly convert, but not the majority of them
If you are using a village generated prior to 1.10.0.3, this is intended.
The farmland blocks are considered job sites for the Villagers, and so the villagers will claim the job site.
Here is a list of job sites, and what blocks they require:
Farmer: farmland
Fisherman: barrel
Shepherd: loom
Fletcher: fletching table
Cleric: brewing stand
Butcher: smoker
Leatherworker: cauldron
Weaponsmith: grindstone
Armorer: blast furnace
Toolsmith: smithing table
Librarian: lectern
Cartographer: cartography table
Stone Mason: stonecutter

Is this still an issue for you in new worlds? If so can you please let me know how you're testing it (seed and location) and I can try to confirm it, otherwise its likely to have been fixed or been due to old generation per Jonathan Hanzels comment.
