There may have been a change in the file path or programming behind horses, mules, and llamas in order to allow wandering villagers to exist. That could be what's causing that, and if that's the case, then all you can do is find out how to update the texture pack to accomodate for it.
I know exactly what causes this. It's a problem with the pack, not the game. The pack manifest file must be version 1.2.6 or higher, otherwise it'll use the old horse model. 1.2.6 was when the model got updated.
