[MCPE-42330] raid wont spawn

That is because raids were not added. The only things that were added in this beta was the bad omen effect, the hero of the village effect and illager patrols.

Even though it says it partially on the changelog, only the technical things were added, such as sounds and illager captains

Raids do not exist yet, their features are there but nothing will happen because the actual event doesn't exist.

Raids still doesn't spawn on android devices altho, the raid bar appears on beta 1.11.0.3 and the bell sound can be heard for a long period.

Resolving this issue as Raids are now in game.
