In Bedrock the Magma Block Texture is messed up as the block is rotated in all different directions when placed, whereas in Java Magma Blocks don't have different rotation states.

this does not work as intended. Magma Blocks in Java have the same orientation when placed. In bedrock it is all different directions.
If you want more java parity, including changing rotating textures, there is a resource pack on mcpedl.com that does it called "java aspects"
Thank you for your report!
However, this behavior currently works as intended.
The random rotation of magma blocks is intended to make a less regular and more natural looking surface when used to tile an area. In fact, the textue was designed specificly to prevent a disjointed pattern in any rotation state. I suggest that it's a bug in Java Edition if they're not being rotated there.
If you're not sure whether your issue is a parity request or a bug, hopefully this article will help explain further: Parity Request Guide..
