The left leg on all player models uses the animations used for the arms. This bug appears to be on all Bedrock editions of the game, also including PS4.

@LateLag Firstly, I did not say that PS4 was Bedrock, I was saying that the issue is also affecting PS4 alongside Bedrock. And secondly, If you view the attached gif, it clearly shows the leg using the exact same animation as the arms, even down to the slight pausing when it gets to it's default postion. And if it were to be intentional, then why isn't the other leg using the same animation?
If it used the arm animation, it'd be there in BOTH legs. You can see the difference between theses animations, the leg just moves back and forth, but the arms not only do that, but they also rotate slightly.
I would imagine that each arm would be animated individually since both arms don't wave when left clicking for example, and judging by the gif, the arms do only go back and forth and don't rotate slightly like in java.

We're actually already tracking this issue at MCPE-29445, so we will resolve and link this ticket as a duplicate.

PS4 is NOT Bedrock. And this is intentional behavior. It doesn't use the arm animation, it's a different one.
