Switching items in the hotbar don't reset actions as they should

Steps to reproduce:

1. Pick two bows and put them in the hotbar;

2. Load a bow and before shooting, switch to the other one

Expected results:
The loading resets.

Observed results:
The bow stays loaded, even though it's a different item.

This can be proven in other ways:

1. Point at a block and start mining it;

2. Switch to another slot.

Fishing rods:

1. Cast a fishing rod;

2. Switch to another fishing rod.
