[Fixed] /give doesn't apply damage value anymore

Steps to reproduce:

1. Have cheats turned on;

2. Type /give @p iron_pickaxe 1 250

Expected results:
The player is given an iron pickaxe with a damage value of 250, meaning it has only one use left before breaking.

Observed results:
The player is given an iron pickaxe with full durability.
