The problem appears to be that they’re not waking up? Shouldn’t they stand up, not lie in the boat/minecart?
I was able to reproduce this bug in 1.14.1 only by shift-clicking to place the boat on top of the bed while the villager is sleeping. (My villager's head did not tilt, however.) I was then able to enter the boat by pointing at its underside, the same way you can enter a boat when a horse is in it. Trying to enter the boat from above wakes the villager. Breaking the bed or moving the boat more than about 2 blocks from the bed also wakes the villager.
Probably the same issue as MCPE-52062
Works as intended. Villagers can wake up if they are seperated from their beds with a boat/minecart.
