The end portal does not open when you put in all eyes in.

I don’t think this is a bug. It’s an orientation thing. I think you have to place the blocks around you as if you where in the middle of the portal.

@Evan is correct the Gamepedia article on the end portal frame states, "In order to activate a portal, all 12 blocks must be facing inward;
for example, the northern three blocks must all face south."

I have successfully created an End Portal in 1.14.30 by standing in the center of the frame while placing the blocks.
