Eye of Ender shows that there is a stronghold but there isn't.
So, I can't complete the game!

The bug here is that the eye doesn't go to the portal. If you don't around you will probably find the strong hold, although they have spawned without portals before (which would be another bug).
That is not a bug. The eye will bring you to a stronghold, not specifically the portal. However, the portal not always generating is indeed a bug and is being tracked here: MCPE-19426

You say that you are tracking this issue, but the ones you cite are "stronghold missing portal", not stronghold missing. I have a world that I have been playing for a long time and the eye went to a blank spot. I dug clear to bedrock in a 9x9 area and found nothing. HOWEVER, when I used the seed to generate a new copy from scratch, an eye located the same spot, only this time it was in the middle of a village. I dug straight down to about level 40 and found the stronghold!
My assumption is that some fixes or updates to the code base move the stronghold locations but if you have previously explored in the changed location no stronghold can appear. This may not have happened with every update but it only has to happen once after your explorer has passed over the area.
I had the EXACT thing happen to me that Alan Haisley explained.
I followed the eye, lead me to coordinates, dug, nothing.
Logged out, created new world with the same seed, this time we see new villages where they were not before, and when we go to the coordinates the eye led us to in the original world, we fond the stronghold.
How can we complete the game?
The seed is -1741067428
and the stronghold is at -688, x, 467 on the seed, but not on my original world (started late 2018)
