Multiplayer is as buggy as it was, once again, in previous versions before 1.11. I can't connect to anyone's world and nobody could get into my world through xbox live. This bug has been occuring as if it has a cycle every some number of updates and it starts to happen. This just seems very broken especially Multiplayer is something which's like the main thing of MCPE or just Minecraft as whole as it ruins experiences. Please drop a hotfix or just some immediate updates in 1.12 rather than waiting the whole month or 2 just for 1.13 to be released with its own bugs.

Could you please give some scenarios where multiplayer isn't working?
Please list:
Devices being affected
Which device is hosting, and which is trying to connect
Versions of those devices
Are you trying to connect to a local LAN world, or through XBL to someone on another connection?
Are they on Cellular, or WiFi
Are they signed into XBL/MSA correctly?

Ok, here's the list (although i dont know the exact answers for all of them):
In my experience, almost all devices are affected by this since i already i already had 2 differents friends both having different device not being able to connect. I dont remember what both of my friends are using but i use an S7. One time i hosted a world and they couldn't connect to my world and the other time i couldn't connect to theirs.
Both of them are in the same version (1.12)
I was trying to connect through xbox live to someone with different connection
-They both are using Wifi but i do reckon playing on cellular data has been broken for a while nowYes they both are connected to Xbox Live and have a microsoft account

We have this happen on our Realm as well. The majority of us are on Xbox and use Xbox Live, although some are on PC. It can take several attempts to log into the Realm and often requires a hard restart of Minecraft to join.
Thanks for the extra information. I do believe we're already tracking this as a more general issue, but we will leave this open until we link it to the main issue. Thanks for your patience while we try and get this bug fixed.
