My hunger bar always stops filling just short of what is needed to begin replenishing my health. It decays normally, and I can eat regardless of what my hunger is displayed as, but it will not go up to full. This issue has persisted for months, at least; I've tried changing difficulties and duplicating the world, but neither solution has worked.
How can this be fixed?

This appears to be MCPE-25353, an issue that occurs with worlds imported/converted from the older Xbox One version of Minecraft. If that sounds right, it's fixed now, but you have to reconvert the world. It was hinted there would be a more pervasive fix that wouldn't require reconverting the world, but as of January 2020 that never happened.
