The Illager Banner is worn on the chest slot of the pillagers. This can be confirmed if you do the following:
Dispense full armor on a pillager (Chestplate will not be equipped and it shows that the pillagers can wear helmets with the banner.)
Or using the command which removes the banner.
/replaceitem entity @e[type=pillager] slot.armor.chest 1 air

Well, the impact of the issue and gameplay it is that it seems weird as the banner is placed on the chst slot, and not the head slot which pillagers on Java has the banner on the head. And yes, this is a Java Parity issue.
Some more impact: The rotation of the banner depends on the pillager's chest, rather than the head. This means for example, that when the pillager looks up or down, the banner doesn't move with the head like it does on java.
I think the Bedrock implementation of the banner equipping to the body slot makes more sense than the Java implementation equipping to the head slot. The banner is much too big to be carried by the head. I’ve always imagined it attached to a body harness, somewhat like a flag carrier in a parade supports the flag with a cup attached to a shoulder harness. I haven’t played Java, but I think it would look unnatural for the banner to rotate with the head. It would be more realistic for it to be held in the offhand, than on the head. But the body slot best matches its bulk.
In support of the Bedrock implementation being correct and WAI here, I'll note that in the LEGO set "The Illager Raid" (21160) the banner is equipped to a shoulder harness and not to the head. (Indeed, it is possible to wear a banner without even having a head!) The pole of the banner comes down between the shoulders and halfway down the back on the LEGO pillager just like it does visually on a pillager in-game.
