I can't get any high enchantments such as sharpness 5 and punch 5

All enchantments have a max possible level. Sharpness has a max level of 4, and Punch has a max level of 2.

It says everywhere the max for sharpness is 5 and i mean powee for a bow sorry 

Is there any bookshelves near the enchanting table?

You can't get Sharpness 5 or Power 5 from Enchanting Table.This is intentional - you have to get 2 items (or books) with Sharpness 4/Power 4 and combine them using anvil.
