When starting the game, it shows the mojang logo then hangs on a white screen forever, never loading. I've tried reinstalling the game / resetting it in the windows 10 settings but after reinstalling, it launches just fine and works but after quitting, the issue happens again when trying to start the game again.

We fixed this problem by doing a complete reinstallation of Minecraft from App Store. Maybe the problem was with a downloaded skin or something like that. The reinstallation meant that all our saved worlds were lost...
Request for Bedrock version: the possibility to do a complete reinstallation without losing all the saved worlds. Yes, you can copy those to a Mac (which we did), but that is a cumbersome procedure. Would be better with an option to deinstall but keep the saved worlds (but not the downloaded skins etc).
The method you mentioned did not work for me. It is possible that since I am using a beta version of Minecraft that it is an issue with the beta and your issue is not, considering that my game worked perfectly fine after reverting to 1.12.1 and also worked before the 1.13.0.9 beta
It seems to havn't happend since I updated windows 10 but I can't confirm that was the reason I was getting a white screen
wdym @Johnathan Hanzal? Thats lightning, i mean like when I start the game it says mojang then hangs on white screen. Plus this hasnt happend in a while but that could possibly be due to me resetting my pc and cleaning stuff but it could come back. Did you by chance link the wrong bug report and has your's fixed itself?
Sorry for the confusion, the FIX for the lightning issue, MCPE-38768, was the cause of my game not starting, while it does sound very confusing (especially for an unrelated issue), it was the real cause of the issue on my end. Besides, it has affected the 1.13.0 release on my PC
